- Purpose
- An amendment numbered 1 printed in Part B of House Report 109-468 to balance the budget in FY 2011, and assume a savings of almost $25 billion on interest on the national debt; fund essential social services especially education, health care and reconstruction of the Gulf Coast and national security needs particularly providing support for the troops in Iraq, increasing the Armys active duty personnel, maintaining current National Guard Strength and funding Navy Shipbuilding, as well as funding port security and Veterans programs and benefits; and establish a Pay- As-You-Go point of order in the House against consideration of any direct spending or revenue legislation that would increase the on-budget deficit or cause an on-budget deficit for the budget year or the period of the budget year and the next four fiscal years.
