- To authorize $4,000,000 for construction of a control tower at Cannon Air Force Base, New Mexico, nd $8,000,000 for runaway improvements at Cannon Air Force Base, and to offset such authorizations by striking a military family housing project at Holloman Air Force Base, New Mexico, and by reducing the amount authorized for the United States share of projects of the NATO Security Investment program.
