- An amendment to prohibit any of the funds made available in the Act from being used to implement a policy, proposed on pages V-5 and V-6 of the US Army Corps of Engineers Civil Works Direct Program: Program Development Guidance for Fiscal Year 2007 (Circular No. 11-2-187), to use or consider the amount of tonnage of goods that pass through a harbor to determine if a harbor is high-use.
