- To fund a 40 percent Federal share for the Individuals with Disabilities Education Act, the amendment reduces the resolution's tax cut by nearly one fifth, frees up 43 billion in discretionary spending within Function 500 (in 2001-2009) for other important education programs, and leaves adequate room in the revenue reconciliation instructions for targeted tax cuts that help those in need and tax breaks for communities to modernize and rebuild crumbling schools.
