- Purpose
- An amendment offered as a substitute for the Solomon amendment to specify that, in the event that a referendum held under the provisions of the bill results in approval of sovereignty leading to Statehood, upon accession to Statehood, the official language requirements of the Federal Government would apply to Puerto Rico in the same manner and to the same extent as throughout the United States. The amendment would call upon promoting English proficiency in the public schools by the age of 10.
