At the end of the bill (preceding the short title), insert the following: \ SEC.___. None of the funds appropriated or otherwise made available by this Act may be used for the transportation into the United States of polychlorinated biphenyls manufactured outside the United States and owned by the Department of Defense except as provided for in section 6(e) of the Toxic Substances Control Act (15 U.S.C. 2605(e)).
