Amendment in the nature of a substitute sought to delete the means testing provisions in the bill; strengthen the procedure under current law for dismissal of a case for abuse of Chapter 7; eliminate provisions making significant amounts of credit card debt nondischargeable in bankruptcy; modify the business provisions of the bill by removing certain requirements placed on small business and real estate concerns; add provisions to protect charitable contributions in Chapter 11 and Chapter 12 cases; and add language specifying that the new post-bankruptcy priorities for alimony and child support apply to benefit creditors who are drunk driving victims and victims of crime or willful or malicious injury.
