Purpose
An amendment, printed as amendment No. 2 in part C of House Rept. 105-544, to replace the provisions of the Traficant amendment with new language that would require the Attorney General or the Secretary of the Treasury to submit a formal request to the Secretary of Defense prior to assigning Armed Forces personnel to assist INS and Customs Service personnel in monitoring and patrolling the borders.
