Amendment establishes reporting requirements for nuclear exports that are comparable to those in existing law for conventional arms; requires an agency to submit to Congress a report describing each such export and the basis for approval; and provides for Congress to have 30 days to review the proposed license and use expedited procedures to enact a resolution of disapproval if necessary.
