- Purpose
- An amendment, printed as amendment No. 81 in the Congressional Record of May 5, 1998 to authorize the Secretary of Education to administer grants to institutions of higher education to develop and implement alcohol and drug prevention, education, treatment, and counseling programs. The amendment also authorizes the secretary to administer a program to recognize and award 10 college programs which serve as national models of effective alcohol and drug prevention programs.
