An amemdment, printed as amendment No. 73 in the Congressional Record of April 29, 1998, to create a new Title XI to prohibit discrimination and preferential treatment on the basis of race, sex, color, ethnicity, or national origin in connection with admission to any public institution of higher education participating in programs authorized by the Higher Education Act.
