- Amendment sought to eliminate the Disadvantaged Business Enterprise Program contained in the bill and insert language encouraging affirmative action and prohibiting discrimination or preferential treatment in transportation contracts.
- Purpose
- An amendment, printed as amendment No. 3 in House Report 105-476, to prohibit discrimination and preferential treatment when awarding federal transportation contracts. The amendment would encourage affirmative action policies to expand the applicant pool; encourage participation by businesses owned by women and minorities; recruit qualified women and minorities into the applicant pool; and to encourage contractors to request bids from businesses owned by women and minorities and include qualified women and minorities into an applicant pool for transportation contracts.
