- An amendment in the nature of a substitute, printed as amendment No. 6 in part 2 of House Rept. 105-476, to return control of transportation decisions to the states by phasing out over four years all but a small portion of the federal gas tax, to continue funding the Interstate Highway system. States would fund highway projects with local gas taxes.
