- An amendment, printed as amendment No. 6 in part II of House Rept. 105-431, as modified, to permit the President the discretion of allowing Morocco to participate in the programs of the bill if the President determines that the country meets the requirements in the bill and that the designation is deemed to be in the national interest of the United States.
