- An amendment in the nature of a substitute make several changes to the original bill. The substitute would prohibit hardware or software configured to insert or modify telecommunication identifying information associated with or contained in a telecommunications instrument. An amendment would add new provisions to require the forfeiture of any personal property used or intended to be used to commit an offense under the act.
