Amendment, as modified, clarifies the applicability of provisions to other Federal laws; directs the Department of Energy to minimize the transportation of hazardous materials and nuclear waste through populated areas; directs the Department of Transportation to establish procedures for the selection of preferred rail routes for the transportation of spent nuclear fuel or radioactive waste; and specifies emergency responder training standards for persons responsible for responding to emergency situations occurring during the removal and transportation of spent nuclear and high level radioactive waste.
