- An amendment to delete the provisions of the bill that prohibits the Census Bureau from using funds to prepare statistical "sampling" methods for the Decennial Census. The amendment would prohibit the Census Bureau from making irreversible plans or preparations for the use of sampling or other statistical methods, but would not prevent funds appropriated in the bill from being used to test sampling procedures. The amendment would establish a Board of Observers for a Fair and Accurate Census to oversee the proposed procedures.
