- Amendment prohibits Federal funds for any program of distributing needles for the injection of any illegal drug.
- Purpose
- An amendment to delete the provisions of the bill to allow implementation of hypodermic needle exchange programs, if the Secretary of Health and Human Services determines such programs to be effective in preventing the spread of HIV and do not encourage the use of illegal drugs.
