At the end of the bill, insert after the last section (preceding the short title) the following new section: \ SEC. 728. None of the funds appropriated or otherwise made available by this Act may be made available to provide assistance to the Democratic People's Republic of Korea, except for assistance that is provided to needy people by the United Nations World Food Program or private voluntary organizations registered with the United States Agency for International Development, and not by the Government of the Democratic People's Republic of Korea.
