Amendment requires the President to submit to Congress a yearly comprehensive report justifying all foreign aid requests and reporting on whether the existing assistance programs are meeting their objectives, and when they can be terminated or graduated; and also requires committees of Congress to make in their legislative reports a comprehensive justification for their foreign assistance proposals as compared to the President's request.
