- Amendment sought to require that all patent examination and search duties shall be performed within the United States by U.S. citizens who are employees of the U.S. Government; require patent and trademark examiner training; and exempt the Patent Office from administrative or statutory limits on full-time employee positions or personnel.
- Purpose
- And amendment to require that all patent examinations and searches within the Patent Office be performed by employees who are U. S. citizens and employees of the U.S. government, and that all patent applications are reviewed by qualified patent examiners who have spent at least 5% of their duty time in training. The amendment would specify that the Patent and Trademark Office not be subject to any administratively or statutorily imposed limitation on positions or personnel.
