- Purpose
- An amendment to require the President to certify to certify whether it is possible to verify that no Russian Intercontinental Ballistic Missiles aimed at the United States, certify the length of time required to retarget ICBMs, and certify whether a missil would automatically be retargeted in the event of an accidental launch.
