- An amendment to carry out the priority Federal land exchange agreements and cquisitions by allocating up to $700 million from the Land and Water Conservation Fund. The amendment would provide $250 million in funds to purchase the Headwaters Forest in northern California and $65 million to purchase the proposed New World Mine in Montana, near Yellowstone National Park.

- Mr. Regula raised a point of order against the Miller (CA) amendment (A002). Mr. Reula stated that the amendment provides new budget authority and was, therefore, in violation of the budget agreement. The Chair sustained the point of order.
