Purpose
An amendment to require that any export or re-export of U.S. supercomputers with a computing capability in excess of 2,000 million theoretical operatins per second (MTOPS) to countries of proliferation concern must receive the prior written approval of the Commerce, Defense, Energy, and State Departments and the Arms Control and Disarmament Agency. The amendment also requires a report to Congress on all U.S. supercomputers above 2,000 MTOPS exported to any country since January 25, 1996.
