At the end of the bill (page 540, after line 21) insert the following new section: \ SEC. 3606. REDUCTION OF OVERALL AUTHORIZED SPENDING LEVELS \ The total amount provided under Divisions A, B, and C respectively of this bill shall each be reduced by 5% in each of the fiscal years 1998 and 1999.
