Amendment expresses the sense of Congress that the United States should not prohibit the importation of Cuban cigars into the United States. \ As amended by the Diaz-Balart amendment (A036), language was added conditioning the above on the government of Cuba freeing all political prisoners, legalizing all political activity, and agreeing to hold free and fair elections.
