- Purpose
- An amendment consisting of the text of H.R. 1778 with some modifications to incorporate into the bill only the non-environmental provisions of that measure. The amendment provides for several organizational, structural, defense business practice, and acquisition reforms---including a reduction of 25% in military headquarters staff by the year 2001; a 42% reduction in the acquisition workforce by 2001; the establishment of a commission on defense reorganization and streamlining; the expansion of streamlined acquisition procedures; and the institution of government purchase cards for items costing $2,500 or less.
