Amendment provides that no funds authorized in the bill shall be used for television broadcasting to Cuba after Oct. 1, 1997. \ As amended by the Diaz-Balart amendment (A004), language was added to provide that the above would become effective only if the President certifies to Congress that continued funding is not in the national interest of the United States.
