- An amendment expressing that it is the sense of Congress that the Administration should facilitate the cooperation of the governments in Armenia, Azerbaijan, and Turkey, as well as private companies with an interest in developing Azerbaijan's Caspian Sea petroleum reserves, to encourage the construction of a pipeline route through Armenia.
