Amendment gives time-limited authority to the Federal Reserve Board to make exceptions to the Truth in Lending Act (TILA) and the Expedited Funds Availability Act (EFAA) for disaster areas declared so after February 28, 1997, when the board makes the determination that such an exception will alleviate hardships to the degree that it outweighs possible adverse effects.
