- Amendment in the nature of a substitute sought to provide for a balanced budget by fiscal year 2002; delay tax cuts until the budget is balanced; provide for $200 billion in spending reductions over five years; and increase funding for research and development, transportation, education and training, and law enforcement.
- Purpose
- An amendment in the nature of a substitute to reduce spending by a total of $220 billion over five years. The amendment would freeze total authority for defense spending at the level of 1997 fiscal year spending for five years and would not provide tax cuts until the budget is in balance. The amendment would increase funding for Research and Development, transportation, education, and training by $40 billion over five years.
