- Purpose
- An amendment, printed as amendment No. 2 in the Congressional Record of May 6, 1997, as modified, to limit the bill's exemption from the Endangered Species Act consultation and "takings" requirements. The amendment would only exempt from the provisions of ESA those flood control maintenance and repair projects that are necessary to protect human life or to prevent the risk of serious property damage.
