- An amendment, printed as amendment No. 14 in the Congressional Record of May 13, 1997, to provide $10 million to the National Institutes of Health (NIH) to study the effects of chemicals used during the Persian Gulf War on soldiers who currently suffer from "Gulf War Syndrome". The funding is offset by cutting $10 million from funding provided for peacekeeping operations and maintenance. The amendment is numbered 14 as printed in the Congressional Record.

- Mr. Livingston raised a point of order against the Sanders amendment (A012). Mr. Livingston stated that the text of the Sanders amendment is in violation of the Rules of the House because it is directed to more than one paragraph in the bill which results in an enbloc consideration. The Chair sustained the point of order.
