- To limit the use of funds to support the continued deployment of ground combat forces of the Armed Forces of the United States in Bosnia and Herzegovina pending a vote of Congress on the continuation of the deployment, and to require the President to submit Congress a plan for withdrawing United States forces from Bosnia and Herzegovina if Congress does not so act by March 31, 1999.
