- To ensure that this resolution assumes increases in funding for Headstart and EarlyStart, child nutrition programs, and school construction, and that this additional funding will be paid for by reducing tax benefits to the top 2 percent of income earners in the United States as well as by reducing tax benefits that are commonly characterized as corporate welfare or tax loopholes.
