- Mr. Kolbe raised a point of order against the Kaptur amendment (A018). Mr. Kolbe stated that the provisions of the amendment violated clause 5(b) of rule XXI by affecting tariff regulations on a measure not reported from the Committee on Ways and Means. The Chair sustained the point of order.
