Amendment prohibits the use of funds appropriated in the bill from being provided to any institution of higher education that prevents ROTC access to or military recruiting on its campus; and further prohibits expenditures to any contractor subject to the requirement in section 4212(d) of title 38, United States Code, that has not submitted an annual report to the Secretary of Labor concerning the employment of veterans.
