- Purpose
- An amendment, offered as a substitute for the Brownback amendment, to restrict U.S. intelligence information sharing unless the President certifies to Congress that procedures have been established for protecting unauthorized disclosure. The amendment would waive the certification requirement under circumstances in which U.S. troops were participating in a U.N. action, or when there was an eminent threat to the lives of U.S. citizens.
