- Amendment denies civilian science research grants and contracts to any institution of higher education that has an anti-ROTC policy.
- Purpose
- An amendment to prohibit any civilian science funds to be provided to colleges and universities that prohibit or prevent the establishment of an ROTC unit, or to institutions that prevent a student from enrolling in an ROTC program at another school. Under the amendment, the agency awarding funds would be responsible for determining whether the institution was "anti-ROTC."
