Purpose
An amendment to prohibit the use of funds for the Cooperative Threat Reduction de-nuclearization program for any activities in Russia or Belarus until such time that the President certifies that Russia is in compliance with all arms control agreements, is not engaged in developing offensive biological or chemical weapons, has ceased further construction at the military site at Yamantau Mountain, is not modernizing its nuclear arsenal, has ceased military action in Chechnya, and is not providing military assistance to any military force in the region of Moldova.
