Amendment deletes dairy programs provisions and replaces them with provisions that phase out over five years price supports for butter, powdered milk and cheese with the authorization for dairy price support to expire in the year 2001; requires current Federal milk marketing orders to be consolidated into not more than 14 orders over the next 5 years; allows the State of California to maintain its own fluid milk standards; and repeals the Federal milk manufacturing allowance restriction on States that was contained in the 1990 farm bill.
