- Amendment requires States to enact and enforce a national standard to prohibit the operation of motor vehicles by intoxicated minors.
- Purpose
- An amendment preprinted in the Congressional Record of September 19 as amendment No. 21, to direct the Secretary of Transportation to withhold five percent of FY 1999 highway funds from any State that does not enact and enforce a law making illegal the operation of a motor vehicle by a minor with a blood alcohol concentration of 0.02 percent or higher before October 1, 1998.
