Amendment revises the provisions relating to protest resolution (title IV) to include new language that clarifies the standard of review in protest cases; ensures that board judges permit the use of discovery only where necessary; increases the use of special simplified procedures for the speedy resolution of protests in certain cases; provides for the selection of judges by the Secretary of Defense for the Defense Board and by the Administrator of General Services for the Civilian Board; simplifies and clarifies the transition process from the current protest resolution system to the new consolidated boards; and provides for the Postal Service to maintain its own board for contract disputes.
