Amendment in the nature of a substitute sought to replace the language of the bill with provisions intended to ensure that the Labor Department remains neutral with respect to economically targeted investments (ETIs); specify that the Department of Labor's Interpretive Bulletin 94-1 should be construed as neither advocating nor discouraging economically targeted investments; prohibit the Labor Department from issuing any rule, regulation, or interpretive bulletin which would promote or discourage ETIs as a specified class of investment; and prohibit any employee of the Labor Department from travelling, lecturing, or otherwise expending resources available to the Department for the purpose of promoting or discouraging ETIs.
