Amendment originally sought to transfer $1.2 million from the U.S. Geological Survey, surveys, investigations, and research appropriation, to the Fish and Wildlife Service in order to support the breeding bird survey. \ As amended by the Gilchrest substitute amendment (A003), the above was replaced with language that allows the U.S. Geological Survey to continue to use funds to administer volunteers, provided that the volunteers are properly trained and that the information gathered is carefully verified.
