Amendment offered as a substitute to the Packard amendment (A005) sought to prohibit the use of funds for any employee training when it was made known that the training would not upgrade employee productivity and effectiveness; would not meet identified needs for knowledge bearing upon performance of official duties; would be inappropriate to the workplace; would be designed to change participants' personal values or lifestyle outside the workplace; would not require prior employee notification of content and methods to be used in the training; or would not provide an acceptable alternative for employees articulating a religious or moral objection to participating in HIV/AIDS training program.
