- An amendment not preprinted in the Congressional Record that provides that funds made available under the Market Promotion Program may only be made to entities that meet the following requirements: 1. organizations that qualify as small businesses under the definition established by the Small Business Administration; 2. companies with less than $20 million in annual sales; or 3. cooperatives representing small producers or companies.
