- An amendment printed in the Congressional Record of July 31 as amendment No. 28, to strike language that permits States to decide whether Medicaid funds may be used to pay for an abortion in the case of rape or incest; and replaces it with language that requires the Federal Government to pay the entire cost of Medicaid abortions in the case of rape or incest.

- Mr. Doolittle raised a point of order against the Kolbe amendment (A015). Mr. Doolittle stated that the effect of the amendment would result in legislation on appropriations measure and as such, would be out of order. The Chair sustained the point of order.
