- Purpose
- An amendment, printed as amendment No. 5 in part 2 of House Rept. 104-147, to prohibit, effective March 1, 1996, as modified, to prohibit the use of any funds for assistance to Haiti when the President of the U.S. is informed that the government of Haiti is controlled by a a regime holding power through means other than the democratic elections scheduled for calendar year 1995 and held in substantial compliance with the provisions of that country's constitution of 1987.
