Amendment modernizes and streamlines the procurement procedures of the Department of Defense and the civilian agencies. \ As amended by the Collins (IL) amendment (A005), language was added which replaces current language on competitive bidding that requires "full and open" competition for Federal contracts with language requiring "maximum practicable competition."
